Treholt is invited out to both lunches and dinners by what will later turn out to be the KGB. Does he even know that he is being recruited?

Together with the Minister of the Law of the Sea, Treholt negotiates with the Soviets about important sea areas outside Norway. At the same time, he maintains secret dealings with the KGB.

The relationship between East and West is icy cold when Norway becomes part of the Security Council in 1979. Treholt moves to New York to work as a diplomat.

Treholt is under supervision, but is still allowed to start at the Norwegian Defence College in 1982. There he gets access to top secret information about Norway and NATO.

Much of the verdict against Treholt is about information he was given access to at the Norwegian Defence College. Is it proven that he passed these on to the KGB?
